CSD Warehouse Item Inactives should sync with PJM

Currently, if we mark an item in CSD as inactive, the inactive item still shows up in PJM's list of warehouse items, and a big red error text displays that it won't be reordered.
Change: If CSD item is marked as in active, it is no longer available in CSD for a user to order.
